Did You Know? Flock Cameras in Arlington & Northern Virginia

You’ve probably driven past a Flock camera without realizing it. So what exactly are they? 👀🚗

Flock Safety cameras are automated license plate readers. In simple terms, they photograph vehicles and license plates as cars pass by and record information such as the plate, vehicle characteristics, location and time. Police can then search that information when investigating things like stolen vehicles, wanted persons or missing persons.

They’re different from red-light and speed cameras—their primary purpose is gathering vehicle information for law-enforcement investigations, not automatically issuing traffic tickets.

And there’s been a LOT happening with them locally.

📍 ARLINGTON: On September 15, the County Board directed Arlington to discontinue its county-leased Flock technology and begin removing the equipment. Arlington had 41 Flock devices: 26 license plate readers and 15 other cameras. The County said the decision followed privacy concerns raised by residents, while also noting that there had been no reported misuse of the technology by Arlington County. Privately owned Flock cameras are not affected by this decision.

📍 FAIRFAX COUNTY: Fairfax has temporarily paused the installation of additional Flock cameras while officials review privacy, data-sharing and access issues. Its existing 84 stationary Flock cameras remain in operation during the review.

📍 ALEXANDRIA: Alexandria Police currently operate 61 fixed ALPR cameras and are evaluating alternatives to Flock as the city considers the future of the program. Alexandria says its law-enforcement ALPR data can only be shared with Virginia law-enforcement agencies under applicable law, and the department has additional restrictions in place.

Why all the discussion? Supporters point to the cameras as a useful tool for locating stolen cars, missing people and vehicles connected to crimes. Critics are concerned about privacy, how vehicle-location data can be searched and stored, and who may ultimately have access to it.

It’s an interesting local issue to follow because the policies are changing quickly—and Northern Virginia jurisdictions aren’t all taking exactly the same approach.  Virginia law on this topic.
