We talked with Dave Martin, a contractor who works with Dominion Energy on their Home Energy Evaluation program, about a resource we think more Arlington homeowners should know exists. Whether you're in 22202, 22207, or anywhere else in Northern Virginia, it's easy to miss this one, mostly because it sounds like it must come with a catch. It doesn't.

If you're a Dominion Energy residential customer in Virginia, you can have a participating contractor like Dave come to your home, walk through it, and replace your light bulbs with energy-efficient LEDs at no cost to you. No hidden fee, no fine print that turns into a bill later. It's part of a program the state requires Dominion to offer, which is exactly why it holds up to scrutiny.

What the Home Energy Evaluation Actually Covers

A participating contractor, like Dave, comes to your home and does a walk-through, usually 30 to 60 minutes. They'll swap out incandescent and older bulbs throughout the house, including ceiling fixtures, lamps, and outdoor lighting, for ENERGY STAR-qualified LEDs. Depending on your home, that can mean dozens of bulbs replaced in a single visit.

While they're there, they'll also flag other simple, low-cost upgrades, things like water heater pipe insulation, and point you toward additional rebates on bigger-ticket items like smart thermostats or heat pump tune-ups if you want to go further. None of that is required. The bulb replacement alone is worth scheduling.

A full house of LED upgrades is a small thing that adds up. LEDs use a fraction of the electricity older bulbs do and last years longer, so the savings show up on your bill every month, not just once. If you are not interested in LEDs, or have specific color requirements you would like for your lighting, let the contractor know and they will be able to accommodate.

Why “No Cost” Actually Means No Cost

We get why that phrase makes people pause. In our line of work, “free” usually means someone's trying to get in the door to sell you something. This is different. Dominion Energy is required by the state to offer energy efficiency programs like this one, and the cost is built into how the program is funded, not into your bill.

LED bulbs use a fraction of the energy older bulbs do, and they last years longer. That adds up to real, ongoing savings on your monthly bill, on top of not paying a dime for the bulbs or the labor to install them.

A Quick Trust Note, Because It's Your Home

Before you let anyone in, Dominion Energy recommends asking to see the contractor's weatherization service provider ID and looking for printed materials with the Dominion Energy name on them. If anything feels off, you can call Dominion directly to confirm before scheduling. A little caution up front is just good sense, and it's the same advice we'd give any neighbor.

You'll also need to be a Dominion Energy residential customer and either own the home or have the owner's permission to make changes, which makes sense given someone is coming in to physically swap out fixtures throughout the house. Beyond that, there's no income requirement and no strings attached to qualify for the light bulb replacement itself.
